Judge Hand, in three lectures delivered before the Harvard Law School, examines the function of the Supreme Court in declaring invalid statutes of Congress and of states, because of conflict with the Bill of Rights. Though his devotion to the values of freedom is beyond challenge, his nearly half-century as a federal judge makes him skeptical of judicial omnicompetence to correct democratic error.
